He’s experienced in large organizations (City of Sacramento, CA) and small ones (Town of Pagosa Springs, CO) and has served as CAO for both a county and a municipality. Greg is Past President of ACCA and was selected as Colorado County Administrator of the Year in 2009. He also was awarded a Gates Family Foundation fellowship to attend the Senior Executives in Local and State Government Program at the JFK School of Government at Harvard University in 2010. His areas of particular interest and expertise include: Assisting entities in fiscal or organizational distress; Council/Manager relations and County Elected Officials/County Administrator relations; 2nd homeowner/tourist/mountain communities; tribal relations; broadband expansion/implementation; and retirement planning Since retirement, Greg serves as one of seven Senior Advisors for CCCMA and is finishing his 2nd four year term as a member of the Board of Directors for the Upper San Juan Health Services District (dba Pagosa Springs Medical Center). Attendees will learn: how to set appropriate boundaries with elected officials; how to educate staff regarding the importance of providing the same timely information to all elected officials; what to do with the tendency of micromanagement by elected officials; advice for managers to set the right example for their organization; and a few suggestions for when things seem to be going seriously awry.

She was previously in private practice with the law firm of Griffiths, Tanoue, Light, Harrington & Dawes, where she served CIRSA as its contract General Counsel for 12 years, and was City or Town Attorney for several Colorado municipalities. Trish Stiles is the Town Administrator for Bennett, Colorado. Prior to this, she has served in various management roles in Colorado, Illinois and Florida. She is the 2020 President for the Colorado City County Managers Asociation, serves as and ICMA Welcome Ambassador and is a past president of the Metro City/County Manager’s Association. Ms. Stiles recent achievements include completion of many capital improvements including a new town hall, elevated water storage tank and a new waste water treatment facility. She is a Colorado native and is mom to one eleven-year-old son and two fluffy golden retrievers. For fun Trish plays the piano, experiments with French patisserie and visits Disneyworld for much needed vacations.

Todd’s research focuses on the financing of state and local public services, education finance, and public and nonprofit financial management. Past research has been supported by the Colorado Evaluation and Action Lab, Ford Foundation, Governmental Accounting Standards Board, among others. Todd recently co-authored Essentials of Public Service, an introductory public administration textbook. He received his PhD from the Robert F.
